"Sleeper cells" are pretty much an outdated and disproved concept from the counter-terrorism services. Not even 9/11 itself was caused by sleeper cells and since then none have been found, so there is that.

You might want to learn basic English, before trying a more advanced topic like terrorism. You asked about "sleeper cells", yet googled "cells". Cell is just a generic term for a unit, like the military uses "squad" or "platoon". Sleeper cells however imply a whole long-term modus operandi. Which, again, has never been proven, with or after the attacks of 9/11, which can be considered the prototype of a large modern terror attack.
