A false accusation is defamatory and there should be consequences. There should be some restorative justice to the man falsely accused but whether it's financial depends on the effects the false accusation had on him.

If it can be proven that the accusation was false, then sure, but in the vast majority of rape cases, it's going to come down to "he said, she said" - and not being able to prove someone guilty, is not the same as proving them innocent.
They should be prosecuted and fined. Start with legal expenses and go to defamation of character. Her life should be deeply harmed.
