Well I’m reminded of Lusitania , Germany suspected America utilizing passenger ships to smuggle weapons to ally nations they were at war with so warned that if there’s any ship in international waters, they’ll shoot it down.

A German U Boat didn’t give the proper warning to the passenger ship and just decided to sink it going against protocol which led to innocent preventable deaths leading to American publics opinion which led to America’s involvement in World War I later.

So, on that basis… Sending a lethal strike to a ship supposedly part of a drug cartel isn’t good enough and Venezuela would be ‘enraged’ depending on their narrative which would shift public opinion which might lead to a later conflict. Might.

I wasn’t the one who gave the order to strike, though I hope it was a lengthy well thought out Presidential Briefing…. Which doesn’t give me confidence since there are numerous reports of President Trump in former first and current second term not reading / skipping over details to make diplomatic decisions.

It isn’t comparable to a missile hitting a drug ship in that regard either, but it was the aftermath. This could lead to retaliation by Venezuelan Forces and some would say it is justifiable.
