No, but breeders should be licensed and adoption should require a permit. Acquiring them should require a minimum of education about general husbandry and care for dogs, as well as specific breed requirements. If you can’t demonstrate the necessary knowledge and an ability to maintain a certain level of care for one or more dogs, you can’t legally have them. Then there need to be severe consequences for violating those policies and practices.

Yes. Pitbulls are dogs for bear hunting and they belong in hand of a professional hunters. It's not a sofa dog for people who are living in overfilled apartments. As addition 80% of Amstaff and pittbull owners are some emotionally unstable and incompetent dreamers who can't control moods of those potentially dangerous animals.
