The general philosophy is that everyone must meet fitness standards. But those standards are adjusted for age. The thinking (Army) is that fundamentally everyone is an 11Bravo (infantryman). You may be expected to pick up a weapon and function in combat at any time. That's a real possibility for combat support (combat engineering, ordnance disposal, intelligence, special ops, etc.) or combat service support jobs (supply, maintenance, transportation).

But by the time you reach O6 (bird colonel) or general officer rank, you aren't even an administrator any more. You have administrators and logistics people working for you. At that level you become a strategic thinker and it's all chess and people skills and politics.

Still. I'd argue that general officers need to demonstrate a high level of commitment, self discipline, and personal fitness to the young men and women they command. Appearances matter. It's not antiquated. It's having standards. It's leadership.
