In this case, Trump is correct. There are jobs that cannot be taught to just anyone. We accept that this is true for medical specialities like neurosurgery, but there are others. I have been in software development for over 25 years, and most people can´t do it well enough to be useful in companies solving novel problems. Most people with degrees in Computer Science can´t write ten lines of working code on a whiteboard in an interview. That is why we recruit programmers worldwide -- there aren´t enough Americans to meet demand, and it´s not something people can simply be trained to do.
