Given how attacking Trump 2.0’s policies has made him historically unpopular, why the resistance focus on less attacking Trump 1.0’s policies?

During Trump 1.0, much of the criticism centered around less effective things like Russian interference in elections or the pee-pee tape. Little attention was given to how Trump broke the Emoluments Clause by having Saudi Arabia book hotels but never stayed in them in exchange for favorable policies, right before Jamal Kahshogi was killed.

Trump 1.0’s approval rating stayed relatively stable. Now they are in a free fall. Which begs the question, why was the resistance so unwilling and/or unable to attack Trump’s policies during his first term?
