The whole not targeting leadership (officers) on the battlefield or political heads of state was originally a self serving policy for the aristocrats in archaic societies. Basically the guys at the top were fine with using the peasantry as cannon fodder but the generals appointed from the aristocracy didn't want their fancy uniforms ruined with arrow holes or bullet holes and the Kings wanted to keep on being kings. So the rationale went something like you couldn't kill the officers, knights, royalty, etc. otherwise there would be no one left to ensure "order in war" and the rabble would descend into rape and pillaging unless there were the cultured elite effeminate assholes to stop them.

In reality, officers, civilian leadership, and heads of state have always been targeted because they have always been legitimate high value targets. Disrupt the leadership and put the other side in chaos is the general theory. It works. The USA has followed that doctrine forever. It's how we destabilize and overthrow governments on any given Tuesday. Do you run the risk of creating martyrs? Yeah sure, sometimes. Does that mean you don't do it? Nope?

It's why any officer with a brain doesn't wear his rank in combat and combat troops are taught to not salute or otherwise identify officers by customary protocols in any high threat environment. It's a tough world out there today.

I selected any military, no civilians. That would include top brass.

But I am actually perfectly fine with taking out civilian leadership, including presidents, government officials, war departments, spy agencies, arms manufacturers, etc. You know which country in particular I have in mind. It ain't the U. S.
