policelines knock block off most telephone calls except some telephone lines, and have the capability of looking to see if calls were made previously from that number. Spoofing, you might have to find that out on your own

If you’ve made multiple calls, like say 7 in the span of a month, the dispatcher will likely have your info, aside from whatever identifying info comes from your caller ID.

They might. It is pretty easy for them to find out.

Every call to the police is logged, voice recorded and put into a database. The responding cops might not know of your previous calls immediately, but the dispatcher may have access to the them. They'll definitely know if you're a "frequent flyer".
