It depends how long ago and how young they were when I last saw them. I wouldn't assume the mean girls in my Middle School are the same because I last saw them when we were 13/14. Now we're 27. But I would say the girl I used to work with in Security who created and spread a rumor that I was screwing our 69 year old Lieutenant would be the same. I last saw her 3 years ago and at the time, she was 34 and I was 24 going on 25.
Just because people are capable of change does not mean they've made the choice to do so. I would need evidence of that first.
There's always a chance someone can make a major personality change IF there is some sort of life altering event. Without that occurring, the chances of going from mean, toxic bitch to loving, caring person, are about the same as Donald Trump telling you the truth.
Everyone changes, no exceptions. It's just a matter of how they change and whether it's for the better or worse. So yea, it's a bad idea to assume someone hasn't changed after several years.

No, but yes. Our basic traits are with us from early on. Some poeple learn to handle them, others don't
People can change, but they need to make an effort to do so.
