Should dihydroxide be banned in the United States?

Dihydroxide is an incredibly dangerous substance. Every year, thousands of people die just from inhaling it. And yet it's so loosely regulated that anyone in America can walk into a CVS pharmacy and buy as much dihydroxide as they can carry. It's used widely in manufacturing, and is even an ingredient in some food items!

Can we ban this deadly substance, or at least impose strict regulations on its use?
