This is Persia, this is a very old culture. Note that they hold the woman responsible for tempting the man and punish her, all force and in this case death is put to the woman.

The best way to compare it is a rich get quickly scheme vs get rich slowly.
They want control and use fear to try achieve that because they want everything done exactly how and now, for sure to try deter an uprising.
A smarter option is to create a false sense of democracy to really control things without worry of uprising, as we see with our countries.
But to do this takes a lot of skill actually, and power, time. And human's aren't patient going for the rich quickly scheme despite it's glaring flaws.
While US or UK have slowly cultivated it perfectly, where oppression exists but not to such extreme for everyday joe to care and stay locked into voting for bad outcomes with lesser of two evils.

that's the tradeoff, although here we have people whom are usually outcasts going nuts killing people. there they have extremist minded justifying killing people.

I think is hard to judge. people who challenged govt before got murdered, eyes gouged out, hung, etc.. that tends to cause people to be quiet. the ones here were cheering.
