Yes and many of them likely already have them covered by medicaid. It's federally mandated that medicaid in all states have to include vision benefits to those under the age of 21, and included in the mandate is that the vision benefits must included glasses.

No, not all, just some, many of the 2.3 million likely have both medicaid and access to vision providers who accept medicaid.

Some of the families who don't qualify for Medicaid, do qualify for CHIP, a government health insurance for kids, who's families doesn't qualify for medicaid but can't afford health care. CHIP in all 50 states does cover eye care including glasses.
