Since you asked for contextual clarification

Not an incel or misogynist. I’m a married gay guy. The question was prompted from a comment made to me from a one of my German friends as we were talking about the German Defense Modernization Act passed In January. It stipulates that all German males 17-45 need permission from the Bundeswehr (German Military) prior to leaving the country for more than 90 days.

She brought up that it conscription should apply to all German. Not just the males. Plus some other colorful verbiage.
