What does “blame the system, not yourself” really mean in real life?

I had many instances that said the same thing.
It's not your fault but it's the system we live in.
But I never understood its true meaning.
Mostly it came down when it was unconditional love, finance, and government support rules or just in general the government's approach to rule (in India)
UK government is much different in a way.
