Showing your intentions is what you are intending but ultimately you are assuming control of the entire situation. Realistically from your car seat is a limited point of view.

That is why it's dangerous to wave kids who don't know well enough to look for themselves. You as a responsible driving adult gave permission to the kid to skip across the road without a care. when in the drivers perspective you just showed or displaed your intentions of stopping for the kid and waiting for that kid but no knowledge of other drivers intentions or ability to react in time.

It's tough to communicate. As an adult you figure out not to fully trust the waving driver and look both ways still. as a kid and even adult it only takes one misstep for tragedy. It's a tough subject all around.

75% of story missing. Does not compute.

      It's not a story, it's a question.

Then some context for that question is missing. Most children here walk to kindergarten and primary school on their own, parents teach them the way and how to interact with traffic. And we had traffic education in primary school to learn how to safely ride our bikes. So, with or without waving, children usually know how to cross roads. I only saw one traffic accident involving a child in my life (he ran over the street without watching).

      Sounds like a well-ordered society.
