Mamdani froze rent for nearly a million New Yorkers, but some Bronx tenants outside the rent-stabilized system may still face steep rent hikes. Will this rent freeze ultimately help or hurt New Yorkers?

At first landlords will not maintain their property and many will stop paying property taxes. Eventually there will be a rash of fires with landlords try to recoup some of their investment by collecting insurance money and others will simply walk away from their property before the city forecloses on them for non payment of taxes. There will be no more new construction and property values will plummet.
My uncle oned severa properties in the Bronx in the 60s and 70s and the exact thing happened then too.

it will help those in 'stabilized' rentals. at least he kept his word. but isn't his term 5 years. a freeze for one year isn't really keeping his word. is it?

Neither. Rent control decreases the supply of new housing.
