How is it that Europe is so advanced in other things, but so behind when it comes to their buildings?

This video brings up a lot of good points. Thousands of Europeans die every summer from lack of AC! Seriously, how the fuck does a first world continent like Europe not have AC in their freakin' HOSPITALS?

This comedian always talks how Germans are engeneers, and they can't engeneer a fucking air conditioner? European standards are SHIT! I've been to various regions of world, and Europe has had the shittiest homes and accomidations. I had much better standards in developing countries!

I know I sound like a jerk, but I need to shame you Europe, because this is ridiculous! Get with the program!

I think it's partially an aesthetic reason (but I'm not sure) and also that until recently european summers (minus the south) weren't very hot. No need for ac if it's usually in the 20 degrees during summer.
