It depends on what you mean by "forcing a relationship." If it constitutes "harassment" then it is already illegal. If it is just an attempt to try to reconciliate that doesn't cross the harassment line then no it should not be illegal. Some would consider it a noble effort to give the child a chance to reunite with their biological parents, something that many children who are separated from their parents deeply crave.
