It gets annoying when you tell estranged parents that yiu want nothing to do with them yet the ignore your statement and want to forced a relationship when you clearly stated you want nothing to do with them. Do you think estranged parents should be charged for forcing a relationship when the estranged son or daughter tells them I want nothing to do with you.

No, not illegal per se, s in criminal infraction. There would be too many problems in defining that crime and in prosecuting it. However, injunction against stalking are available for such situations.
Have you considered that maybe that parent actually has good intentions? In wanting to make contact.
If you want the ability to have them charged for contacting you, get a restraining order.
I would remove my children from my will if they decided to become estranged from me.
