Europe and the UK are between a rock and a hard place. They chose to trust and rely on a US ally that has shown it is no longer a reliable or trustworthy partner. NATO and the EU has repeatedly shunned Turkey and stonewalled any progress toward full membership and recognition as a partner. What did they expect Turkey to do, sit there all alone and hope for the best?
On the flip side, Russia has just shown the world how weak they really are. The Russian military has essentially not advanced meaningfully in leadership, tactics, technology, or equipment since WWII. The Russian economy is heavily weighted in oil and gas and very vulnerable. The trap for anyone who ever fought Russia was trying to conquer it and occupy the geography. If you avoid that stupidity, Russia is weak and easily brought to its knees with modern air power.
I don't think the EU is irrationally scared of Putin's conventional military capability. But I don't think they're exactly comfortable having a fascist regime with nukes on their eastern border either.
They're scared because they got caught completely off guard for this whole war thing. their own people don't want to serve in the military and they don't even have a solid competent army.
They're stepping on the gas at the last minute now, but if they actually pour money into their defense and build a proper military, russia should be the one scared of Europe instead.
