Anyone can be racist, regardless of their skin color. Racism is about prejudice, discrimination, or treating people unfairly because of their race. White people aren't the only ones capable of it, and people of any race can hold racist beliefs or behave in racist ways. Of course, historical power and systemic racism can look different depending on the country and its history, but that doesn't mean individuals from other racial groups are incapable of racism. I think we should judge the behavior itself rather than assume someone is racist or innocent based on their skin color.
