There is absolutely nothing stopping a businessman from starting an actual professional wrestling sport. But they wouldn't be too popular, especially with college wrestling and pro MMA already showcasing the top talent in wrestling.

But back in the day, actually professional wrestling was a popular sport. Look at the history of catch wrestling. It was ridiculously brutal. Literally deadly. It just fell out of favor. And got banned lol.
