How come you can still call someone when they block your number?

My friend blocked my number on iPhone. He doesn't get my text messages, and yet, I can call him perfectly fine and he can answer my phone calls. Is this some kind of error with Apple? We both have iphones.

When a blocked number calls you it's supposed to go straight to voicemail. I have an iPhone and that's what happens with mine. I get spam callers all of the time, and they are blocked, yet they can still send me a voicemail. So I won't get the notification that they called, I will only even know they ever tried to reach me if they leave a voicemail

The phone and the sms apps might have separate block functions

My opinion as well. I don't own anything Apple, but Android has them as two separate apps.
