Does less VRAM but of faster type equal to more VRAM of slower?

Allegedly that's supposed to be the case but I don't know if it's true, and I'm kind of skeptical. Like 8GB HBM2 VRAM = 12GB GDDR5X VRAM or 24GB GDDR6X VRAM = 16GB GDDR6 VRAM. People claim that is only true if the faster memory type is utilised correctly, so programs that aren't optimised for it won't.
