Am I supposed to keep my pc off when its raining?

Where I live, it's raining pretty much 24/7 all winter. That would suck not being able to use my pc all winter. Is it just thunderstorms, and wind when in supposed to leave it unplugged?

As long as the rain isn't going on your computer, you're fine. The reason we turn off electrical things that are plugged in to the mains (the wall socket) during thunderstorms is that lightning can hit a sub-station and send a massive electrical surge to our devices, thus presenting a fire hazard. Depending on which country you're living in there should be all kinds of failsafes built in to that system, but those can fail. I'm in the UK and have never unplugged my devices during storms, but we only get small storms and it's relatively rare for a substation to get hit, and I also have multiple computers so if one blew up I haven't lost much. The most likely outcome of a surge like that is the fuses blowing, fires are rare. If you live in some American place with super-storms though, just charge the battery and unhook it from the wall - it's safe on battery as there's no path from lightning to your device.

Why would you not be able to use your computer when it rains? Are you outside with open wires?

Maybe I'm really ignorant, but I thought that issue was solved for much of the modern world back in the early 90s?

If the electrical infrastructure is well designed and built, it should have features that keep everything under control . I don't think there's anything that can completely protect equipment electrically from a direct lightning strike on the building, however, but lightning rods etc should divert a lot of the power to minimize impact and damage.

I haven't turned my computer off in probably 5 years. i have whole home surge protection and it's plugged into a surge protector.
