Area 51 was (or possibly still is) an armed forces research and testing facility. What crashed outside Roswell in 1947 was an experimental, but utterly Earthly, aircraft. The official who said otherwise was looking for a way to distract attention from a potential vulnerability against Soviet attack.

Countries trade information and want it all kept secret. In Russia technology that is similar to alien technology is illegal. This is to keep all alien technology restricted for the military. The USA and Germany have man made saucer crafts but they are not as good as alien ones.
