What is this thing?

This is a 45 RPM record adapter (also called a spindle adapter or insert).
It allows you to play 7-inch vinyl singles (which have a large center hole) on a turntable with a standard spindle meant for LPs (which have a smaller center hole). The adapter fits into the large hole of the 45 RPM record so it can be centered properly on the turntable.
The style you’ve shown is the classic “snap-in” plastic type, popular from the mid-20th century onward.

It is an adapter used so that 45 rpm vinyl records can be played on a turntable designed for 33 rpm vinyl records.
It's an insert that allows 45 records to be played on a record player with a spindle. You clip it into the large hole in the middle of the 45 record and the spindle goes through the small hole.
I still have a few in records. Us pack rats have all kinds of stuff that we should have gotten rid of ages ago.

That is a 45 RPM adapter. Most record players and turn tables post 1950s come with a 45 adapter, the one pictured isn't an adapter that would have came a record player or turn table, but one you could/can purchase, you'd mount it in you 45 rpm record eliminating the need for your record player or turn table to have a 45 rpm adapter. Fun fact, many European pressing's of 45's didn't need an adapter as many European pressings used the same hole as 33 1/3 rpm LP's.
