It's when someone deactivates the account. For the next 14 days, the account will be "in limbo": Showing all the followers and pictures, but also the status "inactive" and can't be DMed with. After the 14 days, it will be finally inactive and pictures/followers are deleted.

It means they deleted their account, but gag gives them like a one or 2 week window to return and log in before permanent deletion, if the do log back in within the window, their account is fully restored

Generally it means that they haven’t logged in for some time. Sometimes that’s the message you get when they have been flagged for violations but the account hasn’t been removed.

if they cancelled themselves they have 2 weeks in case they change their minds and come back to use the same account, otherwise yeah they are gone for good.

My account was deleted because my profile picture showed a little too much. They listed it as inactive and that was five months ago. I think it's permanent.
