Miami/Miami Beach or Tampa/Clearwater? Based on details below which should I go to? Is July or August a better time?

I am planning a Florida vacation and need help narrowing down my choice. Based on the following factors, which would be the better choice:

1. Travel time: Driving from Nashville. I plan the entire trip for 5 days. Day 1 is driving and resting after. Days 2-4 are the bulk of the vacation. Day 5 is checkout and maybe a final activity before dinner and hitting the road.

2. Budget: $100-$150 ($200 max) per night hotel room and $400-$600 for all activities, parking, shopping and dining. Gas is not an issue. I won free gas for a year on a local radio show contest.

3. Looking mostly for a beach/leisurely pace type of vacation. I want to explore. I have never tried a nightclub before so I am open to that, but want the bulk of the vacation based on the beach. My ideal pace for a vacation is to have 1 planned activity per day and the rest of the day to explore/discover. I do not want to feel rushed.

4. This is not a hard preference, but I would prefer a place where I can park my car for the day and explore the area on foot/local transport/uber. I do not mind driving to get to places, but would prefer most of the vacation without driving since I currently drive Uber for a living.

Thanks for the help. I am choosing the Tampa/Clearwater area. To the anonymous female who advised me to hold off on travel and save, you are probably right. Your advice is sound advice, but my living conditions afford me no privacy at all and I need a break from people and a change in my routine or else I might commit unspeakable acts (lol that's a joke but you get my point).
