Probably either college, local bars or just go looking for some kind of group event that's centered around something Im interested in. I'd probably end up going to something about cars and bringing my camera for fun so it probably wouldn't take too long to strike up a few conversations.
Ironically, it is the touristy places, which might include destination restaurants, landmarks, markets and neighborhoods. Personally, I also enjoy local art galleries and museums.

definitely the gym and also the local college and maybe the public library.
Depends on the location... for example in England I would go right to the local pub. Canada I would head to the local hockey rink... United States I would go to the local gun shop...

Bars, local food place, not full on restaurants but smaller venues, sporting area for that country. definitely 100% not the gym, it’s just people sweating and wearing headphones, I would be zero impressed if some tourist talked to me. Depending on the place you visit, going on a guided tour is the best starting point, as the tour guide for suggestions. I always do bars, food places, churches, cathedrals and sporting places.

Avoid crowds? Anything but, example of a sporting place - Arsenal football ground average attendance 60,000, Liverpool nightlife as in bars etc 1.3 million on a Friday night.

Pick any UK city on a Friday night and pretty much every city bar is filled to the max. This will change by country but for most European towns and cities, hitting pubs, clubs and small eating places is very popular. As a sporting places with Attendances between 30,000 to 90,000 people.
