Is it common for people, where you live, to drive above the speed limit?

My father had one of the first (American) generation of Toyota Avalons. That car had a problem, and it was an odd one: when you got up to 60, it was quite loud, almost like you had the windows down, even when you didn't. It was actually a mechanical defect common to the whole generation. The engineers knew about it, but thought it didn't matter, because at the time, the US had a national speed limit of 55, so obviously, nobody would be driving fast enough to find out.

They, um, have some problems understanding the American mindset in Japan.

Every day people are flying by me. A street I take to and from work has a speed limit of 35 through a residential area. People are flying by me, weaving between the lanes at speeds around 50 to pass the few cars that are obeying the limit.

Another problem is the people who believe that a light turning red means to speed up to get in the intersection before cross traffic does. Lots of accidents and near accidents from that.

Everyone knows 5 mph is totally ok. Sometimes though they don't even really pull people over unless it's 10+ over.

I think 95-99% of people drive above the limit. They only arrest you if you are way above the limit.

There are a lot of people that drive anywhere from 10-40km above the speed limits in Toronto. The highway limit is 100 but its almost expected for many to be going 40 over in the fast lane.
