Mandatory evacuations come with the caveat that emergency services will not come to save you if you stay behind even if you are going to die without assistance. So if you are advised to leave, you should because there is a high risk of death if you do not listen. That's how it works. You figure out how to leave and pay your own way in general. Sometimes the government and or charities will bus people out to shelters if the areas are more poor.

Some do some don't. I use to work with a Jamaican guy a long time ago who grew up as a banana farmer, but got an education in telecommunications engineering and he was studying computer science while working. He was doing alright. He figured out a way to move to America, buy a house, get married, go to school etc.
You can't evacuate a population of 3 million from an island in the middle of the ocean.
