You just can't kidnapped people and shuffle them around. People have rights like freedom of movement just like owning a gun.

So there is a more radical idea in Chicago tackling homelessness that needs some cash. Let's let's say Florida supports such ideas and even funds the program. From there a deal can be made to help Florida helpless with dignity, respect and most importantly consent to travel somewhere else for a fresh start. And it can be back and forth. Some people can't handle the heat and need the cold and some can't take the cold and go the heat can make all the difference.

But you don't see it that way you are just looking at people as trash and throwing it away in a landfill. If so you are just an evil person.
