How can Boeing supply China with 200 737 airplanes when they cannot even make 2 Airforce One planes in ten years?

When President Trump was elected in 2016 one of the first things he did was renegotiate the terms of the contract with Boeing to build two new 747 planes to be the next Air Force Ones. He slashed the cost to taxpayers 1 billion dollars. These planes were never produced and Boeing blames supply chain issues. It was recently announced that China is interested in purchasing 200 737 Airliners. I do not even see why anyone would want to do business with a company with a record of not fulfilling a small contract ot two airplanes.

How can Boeing supply China with 200 737 airplanes when they cannot even make 2 Airforce One planes in ten years?
