On some level its sweet but asking a girl out for the first time on Valentine's Day can come off a little strong, so if its all in how you pull it off. I would say something like,
"I have been thinking about asking you out for some time, but since Valentine's day is coming up I figured I might as well muster the up the courage. So how would feel going out on date with me?" Look her straight in eyes and maintain eye contact with her, but smile and try to be charming not creepy.
When you ask her out don't say going out on a date... specify what you are going to do.. Would liked going out to lunch and a movie?
As a guy, I shy away from giving gifts to someone even a card if we are not officially dating. Giving someone gifts that ends up not being interested in you tends to burn more then her just saying no to a date. And again its never a good idea to give women gifts before you ever go out. Giving them a card or something is tricky because it comes down to the message you write her, and if do ask her out do not do it with a card or in text or phone call... When ask someone out for the first time ask out in person.
The only time you ever ask anyone out in text or phone is when you are online dating... but if it is someone you see all the time always ask out in person and especially if its a first date. Once you ask her out watch her eyes, that I will tell if she's interested or not no matter what she says... the eyes never lie.
I have dated many women and all of them have stories about some guy who they thought of as a friend weirding them out by giving them card or gift. If she likes you then she will go out with on the date, if she does not like you then giving them a card or gift will not make them like any more and maybe even creep them out more than you just asking them out.00 Reply

Be polite. Try to imagine how someone you know who's a girl would probably like to be approached about that. Always keep in mind that honesty is always the right thing. Rudeness, for any reason, is always the wrong thing. Prepare yourself for a possible letdown and remember that there are a whole bunch of reasons why she may not be able to accept your invitation, and accept her response with grace and good manners.
Given that it's already so close to the date, you might want to say, I realize that you might already have plans but, if there's any chance, I would love to take you out on Valentine's Day.

Stay away from giving flowers because they are a bit too much, and also from her perspective she can't keep it hidden from her parents.
