It wouldn't mean that he doesn't have an interest in you, but it also wouldn't mean that he does. Simply acknowledging the day means very little. If he said "Happy Flag Day," I don't think he's asking you to be the next Betsy Ross, and sew him a flag. However, if he's saying anything at all to you, he's aware of your existence, and that's better than ignoring you. Use it to start a conversation, like "what are you doing for Valentine's Day?" If he has no plans, and you let him know that you have no plans, then maybe he'll ask you to "be his valentine," and that definitely does have romantic inference.

This is the same thing. Saying "Happy Valentine's Day" just means "Happy Valentine's Day". No hidden message there.
It means he’s wishing you a Happy Valentines Day. Perhaps he’s trying to find an excuse to talk to you. It doesn’t hurt to be friendly and engage in more convo with him since you have a crush on him anyways.
