My neighbours daughter has bumped me with her butt and stood on my shoe. She's also got really excited when she saw me and she's been friendly but then she went really mean and cold and said she hated me. Then she went really shy and turned her back on me and was friendly but she went painfully shy. She's 19.
Now she's friendly and kind of laughs but she's mostly quiet
and doesn't speak much
What's going on? I like her but I don't want to project that into her

It sound like there is a good chance that she is into you but is nervous about it. I would ask her if she fancies going out for a coffee with you sometime and if she says yes then choose a date not too far away. Talk to her as you would any good friend, not somebody you might have feelings towards. If she then wants to develop the friendship you can probably take it further.
