And by the way, despite the implied assumption in the question, both genders are clearly involved in this guilty pleasure. Girls stare at guy's asses as much as guys do, and probably talk about them even more (since girls talk more in general). It's not such a secret anymore, ladies.
I've seen a lot of evolutionary explanations.
The most convincing one I heard is that it dates back to the era when human beings still walked around on all fours (before we started walking upright). When primates crawl around on all fours, the ass is the most prominent feature. If you don't believe me, try walking around like that for yourself for a while and have a friend film you.
So seeing as how the human ass was the first part of the human you would see, it made a lot of evolutionary sense for that to be the body part we became attracted to. It's a red flag, so to speak. "I'm a human, over here, hello." And since male and female asses look quite different, it's an easy way to tell who to mate with.
Once that form of physical communication had been established, during our less-enlightened, crawling-around days, there was simply no reason for it to disappear when we started walking upright.
By the way, ass love is a lot more prevalent in our civilization than people realize. The Valentine's Day Heart is actually a nice red, upside-down ass, and so are many of the curves we put everywhere, whether it's on the gate to a mansion or in a piece of artwork.

Instinctively we are drawn to good breading features like breasts and ass/hips. A nice ass on a girl is very sexually arousing. You do realize that's your ass is close to your vag right? So it shouldn't be that far of a leap to realize it's something we see when we are having sex with you doggy style or we butterfly your legs back, or you're riding reverse cow girl. Don't you have parts of the male anatomy you find sexually arousing other than the penis?
I'm sorry, but girls are way more fixated on asses than guys are. At least we stare at your boobs and legs as well (even your face, occasionally) - girls don't look anywhere else.
Also, we're likely to get a slap if we say you have a nice rack, whereas we can normally get away with complimenting you on your fine ass (don't ask me why - it's you girls who make these crazy rules).
