I think that's how underwear is made today really. I have nothing but VS underwear and the only underwear that doesn't ride up are called Boy Shorts. I suggest you buy underwear that are Boy Shorts and stand clear from Bikini, Hipsters and Cheeksters underwear.

Mine rarely ride up. Maybe the size you buy isn't right for you? Boyshorts don't ride up unless when they're too small on you. Oh and they don't usually cover the whole butt depending on it's size.
