Its a combination of the particulate matter in the atmosphere and nearby lights.
THe more particulate matter in the atmosphere the more the light gets scattered and becomes visible from the ground as a lighter or clowing sky.
It can be moisture, smog, smoke, dust, any kind of fine particulate will back scatter the light.
As the level of particulate matter changes the light level will appear more or less. The more matter the more light, the harder it becomes to see the night skies and stars.
Assuming that the level of light is relatively consistent from the same location ofc.

Where do you live? I saw about 40 possible satellites going over, one right after anotherm tonight and they left wide whispy vapor trails which explains what you are seeing The news station I called said they were Space X satellites but who launches that many satellites at one time? And what satellites leave vapor trails? They were going NW towards China. I was afraid they were rockets heading for China. Hope the news lets us in on what's going on but can you even believe the news anymore?
