So my ex broke up w me 2 months ago. I blocked him on everything and went full no contact. Yesterday he calls me on no caller id and asks how I am and then tells me he misses me and asked if we can “talk later” I asked him about what and proceeds to tell me that he “regrets the way he broke up w me and that it was wrong bc it was out of nowhere”
I then tell him that he doesn’t need to feel bad and that I’ve been doing good. He then tells me that he really misses me and regrets breaking up with me and keeps asking me to talk later. I tell him there’s nothing to talk about and that I’m not upset w him. I then say bye and hang up. After I hang up he texts me “I hope your doing good I just miss you and want to talk one day just as friends” I don’t answer that and he tries to no caller id call me 3 more times and I don’t pick up.
It’s been a week now and I haven’t got any more calls or texts. What does this all mean? I still have him blocked on everything but he could still reach me through no caller id.

Considering that if you wanted him back or if you wanted to he in contact you'd have done so already the best recommendation I have for you is a call blocking app. there's a few on android, hopefully on iOS as well. They can do a variety of things although its a while since I used one. But some of the stuff they could do was instantly picking up and hanging up or rejecting all anonymous calls.
You can use this to block only the anonymous ones.
No I do lowkey want him back im just scared he only did all that to check if im still an option
Your gamble, you can find out if he really changed but test him a bit before you put your heart in to it if you decide to unblock.
