if he keeps rescheduling with a valid reason then I'd say he isn't interested. but if he does it once. maybe twice I'd say he's interested since he didn't just stand you up.

Most likely he would not reschedule if he did not like the girl. Depends also if it is before a first date or after you two have been to a couple dates.
