Ofcourse they can. Depends on the relationship, not the apps or sites. Just like in person.
If anything, I actually believe online dating may work better since you get to know the person to your preference before actually deciding to meet them.

It can, but for me it hasn't in terms of getting an actual relationship.

Online dating is ok to use and I've met some cool people off there but it should never be your main source. It can be hard to Ned people in person though.
