When is a good time to say I love you?

So im going to say I love u for the first time to my boyfriend and I'm trying to think of ideas when the best time to say it. Like should I just blurt it out or do it while we cuddle or something? Also what if he doesn't say it back? Guys how would U feel if a girl said I love U but u might not love her back? Should I just wait till he says it first?

Don't expect back in return if you say it first. There is no one right time to say it but don't make it seem like you say it and you look at him waiting for him to say it back. It has to come from within.
