I would say "Is there something wrong or urgent?". If she says no and keep doing it, I would just get up and walk away, probably letting out something like "Have a nice date with your phone".
Tell them you need to use the restroom and leave. Why should you sit there just to watch someone play on their phone occasionally saying a random "that's crazy" or "then what did you do?"
Like once you guys are in a relationship if your out waiting on a line or something it’s fine for them to be on their phone and listen at the same time but the first 5-6 dates they should always be paying attention to u or they simply don’t care

Unless she had already told me that there was an important reason for checking her phone (like a family matter, etc.) I would simply take her home.

I'd be pissed unless there is something needed to be addressed right away like a lawyer or an emergency.

I normally say "I am going to excuse myself" and leave money for the bill on the table and walk out. I have done it twice. It feels good. haha.

Step 1 ask them why they are on their phone step 2 if stupid reason it’s the last date
