Get a dating coach. They exist for women too. There isn’t a picture of you so I can’t rate you on looks , but a dating coach can teach you how to at least flirt and take initiative. You can also purchase a pheromone perfume.
If she is not putting herself out there by going out to any social events or putting any sort of effort such as improving body language, then she is to blame.
It's not a question of blaming somebody. Some people are not as outgoing as others. Maybe by switching up the places you like to go you will meet different people. You never know where you will meet somebody.
I usually blame myself. From my personality, conversations, and looks. That I just pack up and move to a different state, then change my body and/or looks.

No! It is not her fault that she had not inherited the attractiveness that attracts guys she is interested in. She just needs to lower her expectations (standards) and accept guys in her league that would be interested in her.

Absolutely not the tides of your life and the way you are perceived are constantly changing and you have to do something that you want to do and then just being yourself is almost always attractive to people
