This depends on the girl. If she is a church type of girl then she will stay with you as nowdays most of the boys are touchy. But if she isn't religious and is frank and outgoing type then she may want you to touch. But the worst thing is that most of the girls are shy to make the first move, so you need to do it. Start with holding hands as kiss is totally straightforward. If you feel that she is uncomfortable then don't go far. Or you can know from her personality. It is simple the more shy she is the most she may dislike touches.
I would start seeing him as a friend or not from the very beginning. But say he was an okay looking guy and I didn't care either way, yes I would see him as a friend.

If I'm being completely honest... This happened to me recently and I just haven't really responded to any of his advances. I just put off the date for another day and keep rescheduling or pretend I didn't see the text for another date. The thing is, I don't want to really spend time with him when I could be spending time with actual friends or trying to find a guy that I like. I've been trying to think of a good way to reject him though.
However, if she does like you... she most likely will just start thinking you don't actually like her if you don't do any physical touch on the third date. You don't have to go all the way but do something.
Also, I guess I just assumed the rest of the date was pretty dry and friendly. If you guys were flirty with each other than I would wait for you to make a move because I know that you like me since you are flirting with me and on a date.
A kiss just basically would let me know that you are interested.

No... I realized that I didn't really feel chemistry after the first date but I didn't know how to get out of the second date. Also, I had hoped the second date was different.

I’m the guy in this situation. I want it to work but we haven’t even touched arms or hugged. And I’m confused as to why she agreed to a third date with me despite this. Could it be that like you, she doesn’t know how to reject me? I remember after the first date, she sent me a text saying “thank you for a great day” 10 minutes later. Then when I asked her for a third date, she said the second was great and said yes to a third.
It could be that or she actually does like you and is appreciative that you are respecting her by not being all over her right away. I would just go with your gut feeling. Does she seem excited to see you and makes an effort in conversation or is flirty? Then she likes you. If she just responds to you but isn't really warm or engaging then she probably doesn't know how to reject you. Also, I would keep in mind what the other girl said. It does matter if she's more conservative or not. I personally don't find a kiss (not a make out session) is that intense but maybe start with holding hands and hugging her goodbye.
I can lie with my words that I like someone even to myself but I can never lie with my body. If she backs away (even a little bit) or is taken aback by you touching her then I would guess subconsciously or consciously she doesn't want you to touch her and doesn't like you
