Girl is sending me non-nude after shower snaps, I'm confused?

So this girl and I have been chatting for a few years but over the past year she's been occasionally sending me after shower snaps, non-nude, of her curled up in a towel with her shoulders out. Kinda shy looking snaps.

My question is, what does this mean? I'm honestly clueless here. We chat every once in a while earnestly then she kinda 'ghosts' me. So not super into talking but still replies. Her and I are good friends, and I do like her but I don't want to go for it and come across too strong and lose that potential friendship or harm anything. We've agreed to meet up in the past to get coffee or go to the beach but it never seems to happen. Like I said I don't want to come across too strong and continuously ask her. Any advice would be great.

She probably sends them to you hoping you’ll flirt with her so she can flirt back… and the meeting part.. it’s possible she likes you but not exactly like like you way but doesn’t want to hurt your feelings so she agrees to meet up and then backs out because she’s afraid of losing you as a friend if things got awkward in person.

After shower snaps are just for u to compliment... it doesn't mean anything... stop worrying... and it isn't 'pushy' when u ask someone why they cancel plans all the time.. it's perfectly normal.. just be honest and it'll be fine

I've asked her out multiple times, she's agreed but every once in a while I get the cold shoulder from her so thus the confusion. Like I said I don't want to be pushy.
