I don't think this is something most girls do, but I assure you this definitely does happen, and I wonder why.

This happens with guys too, but if I had to guess, I'd say girls do it more intentionally. For guys, I'd say the most likely reason is because he's genuinely unaware.

Probably not even aware she chose the bad pictures

To see how much someone really likes her personality

To find out that she still looks good enough on her bad days

To lower the chance that she'll be found on social media

Doesn't want to come off as someone trying too hard

Instagram pics are fabricated, and she wants to start dating honestly

Wants to wow him later with her good looks

Most people look somewhere between their best and worst pictures. Instagram is all about getting more likes and followers while for dating she wants to show her bad pictures so she can surprise the guy when he actually meets her. She doesn't have to live up to high pressure labels like very beautiful, flawless etc. if she shows her worst.
Also, she is possibly trying to avoid shallow guys.
It sounds like a good idea to me. Use awesome pictures where people are going to directly judge you in the form of likes and comments and horrible pictures with bad lighting, angles, camera and so on for the dating websites. I would have done the same. She is still taking a risk because some rude guy may dm her and call her ugly but at least she can weed out those mean guys now. The nice guys who will still be interested will be delighted when they meet her.
The least someone should do on a dating website is be authentic but it's even better to take it one step further and show your awful pictures. Most guys looking for a fling will already be turned-off. Really separates the wheat from the chaff even though it still requires courage as women are judged more based on their looks.
Look at any situation where a man is arguing with a woman. He usually reduces her worth to how she looks completely digressing from what they were talking about. Most internet trolls do this. They magnify even the tiniest flaws. She doesn't want to be so vulnerable on social media but she is looking for a serious relationship and a kind guy. She obviously cares about the quality and not the quantity of guys she can attract now.

I think it's probably to avoid undue attention on the dating profile, and because Insta is probably a more professional platform.

Perhaps she's a promoter or an influencer whose IG brand requires a look, but wants to date more true to her real self.
