How to tell an old friend I have feelings for him?

I've recently got in touch with a friend I haven't spoken to in a couple years. I knew him through my ex, but neither of us have contact with the ex anymore. I've liked him for years and back then when we were all close, I definitely could tell the feeling was mutual. A couple times, my ex said he wouldn't care if I cheated on him with this guy. I never did of course, but even he said he could tell there was mutual feelings.
We kind of all went our separate ways, and did our own thing. About a month ago, I saw this guy on snapchat and added him. He added me back almost immediately and sends me streaks every morning. I'm not someone who sends streaks but I do send them back to him. We've messaged back and forth a couple times, and one of the times it seemed like he was getting flirty, but I didn't want to assume anything. I think we had some serious chemistry back then and I really want to confess my feelings to him, but I've never done this type of thing out if the blue and to someone who means so much to me. How do I start?
